Abstract

Local Employment Agency (BKD) is a device local government authorities implement the Regional Civil Service management to improve service and employee performance in order to support the main tasks Regent / Mayor. Banyumas BKD is one of the government agencies that have a fundamental duty to help coaches Regional Personnel Officer in implementing the Civil Servant Management Area. BKD authority possessed Banyumas in order to run the Regional Civil Service Management one of them is running the implementation of the Regional Civil Movement in Banyumas. In practice implementation of tasks in the field of employment by the BKD in terms of implementation of Local Civil Servants mutations in the indicated place proportional instability, which eventually ruled precisely the principal objectives of Local Civil Servants mutations that increase the professionalism of Local Civil Servants.
This study aims to identify and analyze the authority BKD Banyumas Movements in the Implementation of Local Civil Servants in Banyumas and find out what barriers mutation occurs in the Implementation of Local Civil Servants in Banyumas. The method used in this research is a normative juridical approach, the method, while the analytical methods used are qualitative normative. This research was conducted at BKD Banyumas.
Based on these data and discussion of research results by that authority BKD Banyumas Movements in the implementation of the Regional Civil Service is the authority of the delegation of Regents as Patrons Regional Personnel Officer, the implementation of the Regional Rules and Regulations under the Regent, has a duty as an Implementing Agency or a regional technical an administrative nature and have the authority to select the Regional Civil Service and determine placement for Functional Movement Functional General and Special. Obstacles that occur in the implementation of the Regional Movement of Civil Servants by BKD Banyumas consist of barriers that are Person and technical barriers (the means of official travel budget), to overcome the obstacles that are then BKD Banyumas Person may place the Regional Civil Servants besangkutan in an area that is still desperately needed in accordance with their expertise, while to overcome the obstacles of a technical nature (the means of official travel budget), the Regents are expected to allocate Banyumas return for official travel budget increases BKD Banyumas in accordance with the requirements in the execution of their duties.
