Personnel management area, as one of business under the authority of local governments, that also conducted by the City of Tasikmalaya. The achievement of the objectives of the government in the City of Tasikmalaya not be separated from the quality, professionalism, responsibility, fairness, and fair, as well as the level of discipline personnel administrators, in this case is a Civil Servant. However, in the process of government duties in the City of Tasikmalaya, there are still the Civil Servants who commit acts of indiscipline or violation, either when the Civil Servant number 30 year 1980 is still valid or the successor rules Civil Servant Number 53 year 2010.
Based on the conditions of employment in the city of Tasikmalaya, with any breach of discipline, then the problems studied are:
1. How the application of disciplinary sanctions based on the Civil Service Number 53 Year 2010 on Human Resources Agency Urban Tasikmalaya?
2. What the legal obstacles that occur in the application of disciplinary sanctions in the Civil Service of Personnel Agency in Tasikmalaya?
Approximation method used in this study is normative juridical approach method. Specification used is an inventory of legislation and legal systematics. Material sources of law is secondary data. Legal materials obtained using the method of documentary and literary study. Processing of legal materials in this study carried out by means of reduction, categorization, and display. Legal materials in this study will be presented with the way the text narrative and qualitative matrix. Analysis of legal material obtained in this study using qualitative methods of normative analysis.
Based on the results of research and discussion, the conclusion are :
1. Disciplinary sanctions of civil servants in the City Tasikmalaya implemented by forming Team Coaching and imposition of punishment or discipline in the OPD Department or Agency where there are Civil Servants who commit violations. The team consists of representatives from the WTO or the Department or Agency, Inspectorate and the Division of Human Resources. The team formation is to solve both types of breaches of discipline Civil Servants disciplined mild, moderate, or severe. Processes or mechanisms of disciplinary sanctions and civil construction activity imposition of disciplinary punishment of Civil Servants in the City Tasikmalaya have followed the provisions stipulated in Civil Servant Number 53 year 2010.
2. Legal obstacles in the application of disciplinary sanctions of Civil Servants in the City Tasikmalaya can be seen from the provisions that govern in Civil Servant Number 53 year 2010. Among them are legal obstacles can be viewed from various aspects of the competent authority to punish, inspection procedures, types of disciplinary action (disciplinary punishment mild, moderate, and severe), the decision making process, and administrative efforts. Another legal obstacle in the formation of TEAM is made by the WTO or the Department or Agency each contained the troubled Civil Servant so it takes time to coordinate.
